First off, there is nothing wrong with your thinking! If you are able to eliminate 3 answer choices as completely wrong, you are doing a lot that is right! So don't get too down on yourself.
Choosing between those last two answer choices is tough. With two options, you really have to focus on the subtleties of the answer choices. Often it is only one or two words that makes one answer wrong and the other right. You have to look for something that is a little askew, not quite right. It might be the tone of the answer choice. It might be the difference between the verbs-"describe" and "inform". Let's look at two possible answer choices to illustrate this point:
(B) technology for tabulating census information was rudimentary during the first half of the nineteenth century
(E) information collected by early-nineteen-century censuses was limited in its amount of detail
So I know that you don't have a passage to read or even the question to look at, but let's just look at the answer choices. In this question, I eliminated 3 choices and was left with these two. I had to figure out why one was wrong. So I tried to simplify each choice. Answer choice (B) is about technology. Answer choice (C) is about collecting information. At this point, I knew I had found the wrong answer based on the main idea of the passage. The passage was all about the problems in collecting information, not the technology used to collect information, so I eliminated (B). So in the question, since I knew what the main idea of the passage was, I could eliminate the wrong answer and choose the right answer.
I know that the RC questions can be frustrating. But keep at it. Keep working and always take the time to read the explanations for each question. You'll always be able to learn something even if it is a question that you answered correctly.
