Hello Ankita,

In the below question, wider access is being guaranted to people, so to people and to workers should be there. Hence D and E are not the answers.
Now because of health care bill, standards are getting established. So to me its seems like a cause effect relationship, where we use "ing" form in the effect.
And the clause "otherwise could be uncovered for months" is referring to both people and workers and because of above two reasons B is valid option.
