The way I look at this is the difference between the SP-Present Target Price .If this difference is positive then govt does not owe anything to farmers.If SP is say $10 and Present Target Price is say $20 then govt owes $10 .However if SP is $19 then govt owes only $1.Which is what C captures ."received a higher market price for the smaller crop"

I choose C due to the same reasoning above. The equation for aid is given in the statement and only this option would negate that equation.
