OA is A. But does "it" refer to in this sentence.

Agree takes "on" or at". Here none of the options have that. So, we need that to show some relation or agreement.Only option A has this meaning clarity that citizens of United states engaged in espionage because of their ideology(main motive then) but now ideology has been replaced by money.
