Is it E. The modifiers in this option are correctly placed to what they modify. It is India we refer to when we say "before independence" and it is "British" colony and not "Britain" colony. "Who" correctly modifies "British"

In A and C, they (plural) lacks a plural antecedent.
Eliminate A and C.

In B, before independence seems to refer to Britain, implying that BRITAIN gained independence in 1947.
The intended meaning is that INDIA gained independence in 1947.
Eliminate B.

D: India had been ruled as a colony
A colony is a territory occupied by a RULING state.
Thus, D implies the following:
India had been RULED as a territory occupied by a RULING state -- an error of redundancy.
Eliminate D.

The correct answer is E.

{A} - INCORRECT; "they" is incorrect
{B} - INCORRECT: Modifier issue, Also, "had" usage indicates that Britain first ruled and then relinquished power
{C} - INCORRECT; "they" is incorrect
{D} - INCORRECT; the usage of which --> which is used as to introduce non-essential clause & is used against things & Species.
{E} - CORRECT
