Analysis of Argument #2 - please review

"After experiencing a decline in usage by its members, Healthy Heart fitness center build an indoor pool. Since usage did not increase significantly, it appears that health club managers should adopt another approach – lowering membership fees rather than installing expensive new features"
-------------------------------------------------------------------

The author concludes that health club managers should adopt another approach rather than installing expensive new features basing of the facts that usage by its members did not increase significantly. The argument is unconvincing for several reasons.

First, the author bases his conclusion on the questionable assumption that building indoor pool will cause to increase usage. However, the author provides no evidence to support this crucial assumption. Moreover, given that there are other factors, such as small portion of people who use the pool in Healthy Heart fitness center, request to other features rather than indoor pool or decline in the overall members in the fitness center, the truth of the claim is highly unlikely.

Second, the author assumes that lowering membership fees rather than installing expensive new features is the right approach. However, the author provides no evidence to support this crucial assumption. Moreover, given that there are other factors, such as high losses of Healthy Heart fitness center or indecisiveness between the health club managers and the health club share holders, the truth of the claim is highly unlikely.

In conclusion, to strengthen the argument that health club managers should adopt another approach rather than installing expensive new features, the author would have to provide casual connection between lowering membership fees and increasing in usage by Healthy Heart fitness center members. Without this evidence, the argument is neither persuasive nor logically sound.
