The correct idiom is Consider X Y (not consider X as Y or consider X to be Y).

Correct answer is B.

what is wrong with A? and I felt in B that two main clauses are joined by a comma instead of and or or or any other conjunction? Can you please explain how B makes sense in that regards, I felt something is missing
The GMAT can be destroyed.

I go with B. Since we are referring to Europa, its refers to Europa.
Also as melguy has correctly explained Considered does not take as or to be.Its a common mistake used in day-to-day conversations.
