X is the number of row
x is the number of tiles by row

The problem of the question is to put into inequalities what they tell us:
X*x=70
(X+4)*(x-2)=70

x=70/X

(X+4)*(70/X -2)=70
0=X^2 +4X-140

X=10

I agree with 10 rows

I did exactly the way pepeprepa did.

You can also back solve

10 number of rows

each row =70/10=7

7-2 = 5

5 (10+4) = 70
