I think it is A or C because possessive goverment's needs to be used. But A wins because the possessive "government's" is matched by "its".

government vs government's I go with the first one because should be government' failure (not failing).

Its vs It's - was explained above.

D is correct

it's is wrong

its must stand for noun "government" not "government's"

governments" is not correct meaning

OA is C. I also thought the correct answer was D.

It should be 'The government... will earn' rather than 'failing... will earn' Am I right? But the OA is C. I don't get it. Why C is better than D.
