Having lived in Tahiti for several years, where life was slow and relaxed, it was difficult for Paul Gauguin to readjust to the hectic pace of Paris upon returning.

In option D

clearly here Tahiti modifies where life was slow and relaxed phrase but in C several years don't seem to modify the same.

Hence D

WHERE, on gmat is used to refer to some location noun. So it should be next to Tahiti, which is being described by where non-essential modifier

Wordy for C? It's the same exact amount of words as the OA, just rearranged.
It would be fine in real-life English. On the GMAT, it's best to get modifiers and their referents as close together as possible (for maximum clarity). If you are faced with a similar dilemma on test day, go with the answer that places them closer together.
