826. The school board ruling mandating that physically handicapped students be placed in regular classroom settings whenever possible also assured all children who have a reading problem of special aid.

My choice: D.

Reason: Since 'Mandating' is present, the two choices with should be is out of question. Next, the verb in the underlined part should be in past tense as the even has already happened. hence, selecte the verb with 'Assured'

You have to use subjunctive mood here and so "that ... be" is the correct
form. That leaves us with A and D.

In A, you cannot have "students (plural) ... who have a reading (singular)"

Hence D
