The sentence intends to present a contrast. One correct idiom to do so is "Not X, but Y"

So we get narrow down to B and D

But D says that "proposed urban development zones are a new principle" which cant be logically correct, dev zones can represent a principle but they cannot be the principle themselves.

So choose B
