Subject-Verb agreement in a magazine...

I found the following phrase in a magazine:

"A 90-day orientation and training program leads to a certification exam that must be passed to continue working in the center."

Shouldn't "leads" be "lead" since "orientation" and "training" are connected by "and," thus making the subject plural?

The subject here is 'program'(Singular) and hence the verb is leads. It is a single program which has 'orientation' and 'training' as its essence.
