IMO C ..here is why

would is never used in if clause, it is rather used in then clause.
OUT

(B) have been generated if a portion of the capital would have been

would is never used in if clause, it is rather used in then clause.
OUT

(C) be generated if a portion of the capital were - Correct

(D) be generated if a portion of the capital was

were is more suitable than was in if clause because of subjunctive mood.
OUT

(E) be generated if a portion of the capital had been

Past perfect is incorrect here..as it is used when we have two tenses in past.
