Based on instinct I will go for A but I see an error in A.
In the Past perfect tense,the former event should be in past perfect and the later event in simple past.

When Margaret Thatcher HAD WON the British general election in 1979, she BECAME Europe's first woman prime minister...

Any suggestions?

The OA is B.

I, too, think the answer should be A.
However, I also agree with the assertion about incorrect arrangement of tenses in the sentence.

The answer can't be B. It should read Upon Margaret Thatcher Winning the british general election, she became bla bal bla .I don't know if you can technically be possessive of winning either. I mean what is Peters Publishing anyways and why are you studying from it? You don't need to to score well on this. ....
