C and E both look correct,but I will go for C as it is simple and correct.

A. made the best pets. - "made" is incorrect
B. could be the best pets - present tense "claims" + "could" is not correct
C. are the best pets. - looks fine
D. make of the best pets - awkward
E. make the best pets. - ok
