One of four babies are now born to mothers aged thirty years or more, compared with just one of six born in 1975.

One of four babies. Its a singular noun. So, "is" instead of "are". Come down to B, D, E.

(E) baby in four is now born to mothers aged thirty years or more, compared to just one in six

mothers is a plural. One mother for a baby.

so, eliminate E.

We're down to B, D.

(B) of four babies is now born to a mother whose age is thirty or older, compared to just one of six babies who were born

one of six babies is a singular noun. So, no "were born".

We found the answer and it is D.

My 2 cents..

Compared to is used for comparing two unlikeable things, where as Compared with is used to show the smiliarty or difference b/w two likeable things.
So B,C & E can be ruled out.
Ex: Humen brain is often compared to super computer.
