This is obviously coming from the OG question...The Olympic Games helped to keep peace...

in that is perhaps best suited where the intent is to convey in view of the fact; this is clearly not the intended meaning in this case.

Also when I read OE, it says:

in that has largely gone out of use, it is considered stilted and overly formal.

If that is the case, chances are very remote that an option that uses in that could be correct on GMAT.

p.s. I remember a question in which "in that" used to be the right answer choice (Teratomas are unusual forms of cancer in that...), but I don't think it was an official question.
