C) the extent that one tectonic plate could be moved
D) the extent of one tectonic plate moving

D and E are eliminated first. With the prepositional phrases eliminate the verb from the sentence.

C is eliminated because 'extent that' indicates that a situation has reached a difficult, surprising or dangerous state.

B is then eliminated because it is unclear if the tectonic plate is going to move something else or itself. By introducing 'could be moved' it is clear the tectonic plate might be moved by something else.

The answer is A.
