IMO: Ans is A.

Eliminate B: the use of "and" is improper.
Eliminate D: "will be" is wrong.
Eliminate C: by removing subordinate clause we see that "who.... are" doesn't make sense.
Eliminate E: "believe that policy makers... IS". Here "is" is incorrect.
