Confusion Prevails. Help.

A. banked with dirt to a height of
B. banked with dirt as high as that of
C. banked them with dirt to a height of

OA A
Although I got this question right, I want to know what is the difference between the two bold parts.

Could you explain why " was banked " is wrong.

" As high as that of " is used to compare two things but there is no comparison in the question.

The height is three to four feet.
