There have been no bald eagles reported to have bred outside North America, though the species has been seen as visiting coastal areas in Siberia and Greenland.

B. There have been no reported bald eagles breeding outside North America, though visiting of coastal areas in Siberia and Greenland has been observed.

C. Though there has been no reporting of bald eagle breeding outside North America, they have been seen to visit coastal areas in Siberia and Greenland.

D. Though bald eagles have not been reported to have bred outside North America, visits made by them to coastal areas in Siberia and Greenland have been observed.

E. Though there have been no reports of bald eagles breeding outside North America, they have been seen visiting coastal areas in Siberia and Greenland.

E seems to be the best choice here.

C,D,E start with 'though'. However, while C has an error of subject verb agreement (they erroneously refers to bald eagle), D has an awkward passive construction. E is a direct and simpler way of conveying the message.
