correct usage of despite/although

pls help with the SC below, also what the hints for correct usage of despite/although

i think we require a "that" bcoz of the presence of second "that". (and that the government ...................)
hence eliminate B C n D.

also we need a contrast here to comliment the second half of the sentence (it is difficult to find ....................).

hence IMO A.
