Why is the right choice not C but A? please explain all the choices.

Here in the option A,

Where once the union had acquiesced to the prejudices of its English-speaking members by supporting the imposition of an alien tax on immigrant workers,

The bold part describes how the union acquiesced to the prejudices of its members..that is 'by supporting the taxes' and hence modifies the union

In option C though, the bold part,

While once the union had acquiesced to the prejudices of its English-speaking members in support of

the bold part modifies the members, which is not what the sentence is trying to say

What is the difference in usage between While and Where here? I got hung up on the While vs Where. Strictly saying, I thought "where" should only be used to identify a place in the context of GMAT.

I have to agree with BFH. I did not even think for a min to rule out A & B.

@reachac,

I did not understand the modification part. To me A is passive voice and C is active voice.

The union was one once acquiesced and not any more after 1897

2 events in time line. How can we use where when there is no location along with the time line?

2 reasons why I picked C over A
