I think its A.

'semantic orgnanisation' - singular, hence 'THAT', eliminate C,D, E
grammar and vocabulary - plural, hence 'HAVE, eliminate B
Therefore, in my opinion, correct answer is A

Lets analyze the sentence.

The subject of the sentence is striking differences.The subject is plural

What are we comparing? semantic organization (singular). Here we are comparing semantic organization of American languages with semantic organization of European languages.

That is singular where are those is plural.
Eg:
Singular:
My bike is better than that of Alex. (correct)
My bike is better than Alex's [bike]. (correct, here bike is optional)

Plural
My bikes are better than those of Alex. (correct, assuming Alex has more than one bike)
My bikes are better than Alex's [bikes]. (correct)

But when the meaning says there is a shift in number of nouns that are compared then don't use that or those rather repeat the noun.

Eg:
My bike is better than the bikes of Alex. (Correct)
My bike is better than those of Alex. (Incorrect )
