I think the answer should be B, which is clearly sufficient.

Statement 1:
Choose some values for x between -1<x<3
When x=2, ||x-1|-1|<1 is true
But when x=1, ||x-1|-1|<1 is not true
So, insufficient.

Statement 2:
The solution of (x+1)(x-3) <0 is -1<x<3.
So, sufficient.
