Best option is E - here as is acting as an adverb and it means for instance

A, D - incorrect - violates subject verb agreement - each.....broadcasts
B - incorrect - awkward

C - incorrect - wrongly suggests that all networks were working together

As Prachi says, "as when" is used here to mean "for example."

"If" does not mean the same thing as "for example."

The girl can be superficial, as when (for example) she gossips behind her friends' backs. This girl is actually superficial, and here's an example of how she is so.

The girl can be superficial if she gossips behind her friends' backs. Is she actually superficial? Don't know. It just tells us how she COULD be.

I did't know "as when" mean "for example".
difficult english
