redundant problem in GMATPrep

OA is e

GMATPrep's answer explanation said that..
"Answer explanation shows undergoing being converted is as redundant as it is awkward."

I know that sentence is awkward, but what redundant?
in my head, redundant means that similar meaning 2 or more words/idiom using in same sentence such as ...
"Now, I read my newspaper today" - redundant now and today.
"this combination is not so good both" -redundant combination and both.

please tell me what I misunderstood..

The answer is E

theres 2 parts to this

undergoing being converted is redundant because undergoing means the effect of being converted.

Example:

a. He is undergoing an operation
b. He us being operated on.

and the second part is the preference - there is the option to sign or not sign and this can be clearly indicated through the usage of whether.
