Usage of "to" with "and" and "or&qu

Hi,


To x, to y and to z (Correct); to x, y and x (Correct); To x and y (Correct)
With "and" to should repeat if it exists in the second place
To x or to y (Correct); To x or y (Wrong)
With "or" to should always exist on both sides

This is something i have been following as a rule of thumb when dealing with "to" questions

But my rule doesn't seem to work with "or"

Please clarify if my strategy is correct or not

One should always determine which elements of the sentence should be parallel based on the meaning of the sentence.
