Having + past participle vs only participle

Hi,

I think a lot has already been posted around the topic of Having + Participle on the forum, but I have bumped into a question on my test yesterday, which has again made me think whether I understand the concept thoroughly. So, for the elite and experts, I would want to know what is the difference between

X is suspected of not having written Y

X is suspected of not writing Y.
