Using 'WHO'

Willow’s Lake was used by David Meadows as the setting for his solitary retreat from civilization before 1966, when it was bought by the Finch crest Railroad, who established an excursion park on the shore and used the land as a private sanctuary.
A. who established an excursion park on the shore and used the land as a
B. who, establishing an excursion park on the shore, used the land like a
C. who, when he established an excursion park on the shore, used the land like a
D. who had established an excursion park on the shore, using the land to be
E. establishing an excursion park on the shore and using the land as a
(OA is A but isn’t ‘who’ used for human beings?)

Please let people discuss the Q before posting the OA. I feel that by posting the answers right away we suppress the thought process of every one else.

Clearly B C D are wrong because they do not use the correct idiom used X as Y.

We don't need a ing as in E because the event is complete in the past.

A left out.

IMO, who can refer to an entity/organization as well as human beings

"who" should only refer to people, "which" should refer to a railroad.

In the sentence written, "who" therefore refers to David Meadows (which means that there are modification issues).

What's the source of the question?

Thanks for the pointer Stuart. I will take note that who can be used only for people. In hind sight it sounds simple, but some how I got it wrong.
