Take the common factor 3^8 out of (3^9-3^8). You will be left with
3^8(3-1) = 3^8*2
Take the common factor 3^6 out of (3^7-3^6). You will be left with
3^6(3-1) = 3^6 * 2
Now when you multiply these together you add the exponents on the 3's.
You will come up with 3^14 *2^2 = 3^14 * 4
