Subject Verb Agreement

I am confused when i get these sentences, senteces wit "one of her ..., etc.
In this sentence too, i think '"a higher interest rate" is the subject. How, what rule it applies to identify this.
A higher interest rate is only one of the factors, albeit an important one, that keeps the housing market from spiraling out of control, like it did earlier in the decade.
A) keeps the housing market from spiraling out of control, like it did
B) keep the housing market from spiraling out of control, as it did
C) keepsthe housing market from spiraling out of control, as it did
D) keep the housing market from spiraling out of control, like earlier
E) keep the housing market from spiraling out of control, like it did earlier

If the subject is "one of X that..." then the subject is PLURAL.
e.g. Microsoft is one of the companies that are affected by software piracy.

Confused between B and D,

In B - the antecedent of it is not clear and thus I opted for D.

What is the OA?

How to chose "one of the factors" as subject over " a higher interest rate" ?

in D like cannot precede 'earlier'
so B
