I have some doubts in the PA
- Is 'that' essential. I feel no
- Is the usage of should correct. The correct is - convince X to do Y or convince that X do Y. Am I wrong?

"That" is not essential. However, answer A, which eliminates "that," is incorrect - the two items compared with "rather than" are NOT PARALLEL. The first item is a clause whereas the second is a phrase.
The use of "should" in answer B is correct.
The correct usage of "convince" is as follows:
- to convince SOMEBODY to do something
- to convince SOMEBODY THAT...
- to convince SOMEBODY of something
e.g.
Her arguments didn't convince everyone, but changes were made.
Baker had to convince jurors that his client had been nowhere near the scene of the murder.
The officials were eager to convince us of the safety of the nuclear reactors.
I've been trying to convince Jean to come with me.
