he vs him in this sentence

[confuse mind]

All except he attended the party.
All except him attended the party.

I think it will be governed by whether except is a conjunction or a preposition. I often get confused in such scenarios and not able to comprehend the correct usage between conjunction and preposition. Some help/pointers will be really helpful.
