IMO B

The major difference between instead of and rather than is that... ' instead of' shows replacement

Egs. I was about to give presentation, but I fell ill, so Tom gave the presentation instead of me.

or i will have lemonad instead of shake.

' Rather than' is used to show preference.

Egs. i would prefer to marry in Jan rather than Dec.

I would call him a smart worker rather than a hard worker.

So, in this question too preference is shown ' may people believe that potato is unhealthy rather than ....

A: being
B: Correct if you complete the sentence.. potato is both low in calories..
C: not a correct sentence, if you complete it.. potato has both low in calories

IMO - D OA - B
two problems in D:
1) BEING and IS signifies the same thing in D, making one of them redundant

2) INSTEAD OF a PREPOSITION and therefore should be followed by A NOUN (NOT A VERB OR CONJUGATED VERB such as BEING). For example,

INSTEAD OF SUGGESTING ..= wrong
INSTEAD OF THE SUGGESTION...= correct
