The opening requires a verb to be followed i.e IS and so C and E are OUT.

A and B are because B is run on and A is awkward usage

OA is D

More important issue is BOOK IN 12 VOLUMES and PUBLISHED are not PARALLEL ACTIVITIES {that means, The most influential works by modern historians is 'A Study of History' by Arnold Toynbee in twelve volumes AND (THE...TOYNBEE) PUBLISHED are independent activities, but in reality the work is done and then published, We do not do the work and parallelly publish it} This means PUBLISHED should be used a MODIFIER . Only E satisfies.
