I have confusion whether we should repeat the connection word(parallelism indicator) in the parallel parts of the sentence.

1. relative pronoun
Ram who is intelligent and who runs a start-up will be a millionaire by the end of third quarter.
// is the second who essentail?

2. conjunction
Gujarat where many news industries have started and where Narendra Modi rules is setting an example for other states in India
//is the second where essentail

3. prepositional phrase
Ram with his MBA credentials and with his conflict resolution tactics is sure to succeed in his business.
//is the second with essential

No. The second "with" is not essential.

Also, in all the sentences, you require commas after Ram and after the parallel part of the sentence.
