This sentence is missing a main verb, since the infinitive to consider is a verbal, not a verb. The entire sentence is thus a fragment.

Choice C corrects this error by replacing the infinitive to consider with the past tense verb considered. Emperor Constantine briefly considered making Alexandria Troas... the new capital of the Roman Empire is clear and logical. Choice C is correct.

Choice B employs the participle considering, which is a verbal, so the sentence remains a fragment. Additionally, when "considering" an action, the participle form of the verb that follows, rather than the infinitive, is preferable.

Choice D also uses the participle considering and consequently does not have a main verb.
