Choice C is correct.

In A, as written, the sentence is a run-on. The conjunctive adverb moreover is paired only with a comma to separate the independent clauses "cyclist Lance Armstrong became..." and "he became"

E repeats the error.

B uses another conjunctive adverb, then, to combine the clauses.

Only choices C and D fix the run-on; since choice D is awkwardly worded, choice C is the answer.

This is a good example of one of my favorite tips: on longer sentences, check links between clauses first. In this case, the original sentence has two independent clauses, but it attempts to connect them with "moreover." We know that we need to use a semicolon or a conjunction.
