The correct answer is d. All other answer choices either lack verb or are incorrect grammatically and illogical.

OA is D

But i have one doubt, regarding the option D.

"The Federal Direct Graduate PLUS Loan, is the most popular loan ......application"
here the subject is followed by a comma and then the main verb.....is this construction right?

Hi karthik:

The construction "Noun, is".... is never correct.

And what's the source of the question? Is it OG?
Sometimes we need to select an answer choice which is flawed. However, it needs to be better than the remaining answers. Maybe that's the case here.

Here is a good link: https://owl.english.purdue.edu/owl/resource/607/02/

The relevant part:
Comma Abuse

Commas in the wrong places can break a sentence into illogical segments or confuse readers with unnecessary and unexpected pauses.

12. Don't use a comma to separate the subject from the verb.

Incorrect: An eighteen-year old in California, is now considered an adult.

Incorrect: The most important attribute of a ball player, is quick reflex actions.
