First, this is about the Vice-mayor, so get rid of any answer about the mayor. A, C and D are out.

Now between B and E we are to decide if it is the tax return or his ability that the passage is about. Since the tax return is used to describe why he would be unfit (see the first sentence) and that is subsequently refuted (along with explanations for why he is qualified for the job) "B" is the best answer.

Source of this question is 800 tests. I took 3:30 to solve in the actual exam.
