I'd go with (A) on this one.

The last sentence of the stimulus tells us that the study has underestimated the proportion of students who are dishonest (out of the 1st 1000 applicants) and we are asked to complete the passage...choice (A) basically tells us that there are more dishonest students in the pool of applicants after the initial first 1000 applicants and including these students (after first 1000 applicants) in the study will increase the proportion of dishonest students.

I also go with A as this completes the argument by stating that the exact proportion can vary according to the proportion of the dishonest candidates in the later applications.

Also,

If you look at the other answer choices, they can all be easily eliminated because they are all totally out of context.

A is definitely the correct choice!
