I'd go with (A). The conclusion is that there is no economic rationale for regular teeth cleaning. Only (A) shows there this a very good economic justification for regular teeth cleaning.

Yeah, Even I would go with A

Apart from that option, which gives proper reasoning why regular teeth cleaning should be advocated, no other option weakens the conclusion.
