The LCM of y and 3 is 6, which means that
y = 2 or 6.

No information on y.

Let's combine the two statements.
x = 1 and y = 2 or 6, means that
fraction x/y = 1/2 or 1/6
The Least Common Denominator of both 1/2 and 1/6 with 1/3 is 6.
y = 2 or 6.
INSUFFICIENT

Start with S2, X=1, no info regarding Y. So rule out BD.
Next S1, LCM of y and 3 is 6. y could be 2 or 2*3 ie 2 or 6. Rule out A
Taking together,still y has 2 values. Hence E
