fewer vs less

[confuse mind]

Manhattan explanations say that - fewer incentives is correct and less incentives is wrong
can someone please explain this?


Similarly we use - less money not fewer money.
incentives cannot be counted like money, we cannot say 1 incentive, 2 incentives....they are countable in groups as a collective values and thus I feel we should use - less incentives.

less is used for the items which cannot be counted..
few used for countable items..
