(B) the equivalent of those enrolled in

I want to know as we have countable figure of eight million people, why we are using as many as, rather than as much as.

We are relating two things here so as many as in E is correct.

say, There are as many cars as there are buses.

"As many as" is used for countable items; "as much as" is used for noncountable items.

I can drink as many glasses of water as he can.

I can drink as much water as he can.
