IMO A
Likely to be..correct idiom. Moreover A is parallel.

(C) liable to be severely disadvantaged and cannot often

(E) at a severe disadvantage, often likely to be unable that he or she can (changes meaning by moving "likely" and is awkwardly constructed)

But i made a silly mistake here with "E" and then later realized that the meaning of the sentence itself changed
