Inflation rates

The treaty specifies that the economy of the member nations have inflation rates of less than three percent and resist external tariffs.

(A) economy of the member nations have inflation rates of less than three percent and resist
(B) economy of each member nation have an inflation rate of less than three percent and be resistant to
(C) every economy of the member nations have an inflation rate of less than three percent and be resistant to
(D) economies of each member nation have inflation rates of three percent or less and are resistant to
(E) economies of every member nation have three percent or less of an inflation rate and resist

Down to A and B

Please help me to choose!

In "A", economy of the member nations..suggest that we are talking about the sum of economies of all member nations as one..this is not the case.

In "B", The treaty specifies that..this takes the subjunctive form..(this means it is required)..hence They and Be will be correct.

Consider a simple example:
I request that Jill pick up the ball.
Here Pick is correct..not Picks.

I smell ||sm here.

The treaty specifies that the economy of each member nation have an inflation rate of less than three percent AND be resistant to external tariffs.

Also, A is wrong because ... inflation rates
