We can't use "twice as many" with "number," so we can eliminate D and E right off the bat.

"Double as much as" is redundant and wordy, so C can be eliminated.

In B, "that of" is unnecessary since we're clearly comparing the respective increases for 1990 and 1989.

Bill leaves nothing to be explained. Correct answer is definitely A.

However, these little details such as not using "twice as many" with numbers and other such tit bits of information are the actual takeaways from problems such as these. These rules have to be remembered while tackling other problems in order to maximize accuracy!
